The Judiciary Act of 1789 organized Georgia as a single judicial district, authorized one judgeship for the U.S. district court, and assigned the district to the Southern Circuit.

The Judiciary Act of 1801 reorganized the federal judiciary into six circuits and assigned the District of Georgia to the Fifth Circuit.

The repeal of the Judiciary Act of 1801 restored the judicial organization in effect before 1801.

Congress in the Judiciary Act of 1802 again organized the federal courts into six circuits and assigned the District of Georgia to the Sixth Circuit.

This act divided Georgia into two judicial districts, the Northern and the Southern, with one judgeship serving both districts. Congress granted the U.S. District Court for the Northern District the jurisdiction of a circuit court except in appeals and writs of error, which were the jurisdiction of the Supreme Court.

Congress reorganized the circuits and assigned the districts of Georgia to the Fifth Circuit.
