Received a recess appointment from Herbert Hoover on October 28, 1931, to a seat vacated by Frederick L. Siddons; nominated to the same position by Herbert Hoover on December 15, 1931. Confirmed by the Senate on January 26, 1932, and received commission on February 23, 1932. Assumed senior status on October 31, 1946. Service terminated on June 29, 1948, due to death.
