Nominated by Franklin D. Roosevelt on April 25, 1941, to a seat vacated by Robert P. Patterson, Sr. Confirmed by the Senate on June 3, 1941, and received commission on June 6, 1941. Service terminated on May 24, 1950, due to resignation.
