Nominated by Franklin D. Roosevelt on April 24, 1939, to a seat vacated by Robert Lee Williams. Confirmed by the Senate on May 17, 1939, and received commission on May 23, 1939. Assumed senior status on April 1, 1957. Service terminated on June 25, 1972, due to death.
