Received a recess appointment from Theodore Roosevelt on November 20, 1905, to a seat vacated by Charles B. Bellinger; nominated to the same position by Theodore Roosevelt on December 5, 1905. Confirmed by the Senate on January 10, 1906, and received commission on January 10, 1906. Service terminated on September 21, 1926, due to death.
