Nominated by Franklin D. Roosevelt on June 11, 1940, to a new seat authorized by 54 Stat. 219. Confirmed by the Senate on June 22, 1940, and received commission on June 26, 1940. Served as chief judge, 1959. Service terminated on August 13, 1960, due to death.
