Nominated by Jimmy Carter on June 5, 1979, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on September 25, 1979, and received commission on September 26, 1979. Served as chief judge, 1991-1996. Assumed senior status on November 15, 1996. Service terminated on December 24, 1999, due to death.
