Nominated by Jimmy Carter on May 29, 1979, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on September 25, 1979, and received commission on September 26, 1979. Served as chief judge, 1991-1994. Service terminated on September 19, 1994, due to retirement.
