2. The act of May 19, 1961, 75 Stat. 80, authorized one judgeship to serve the Eastern and Western Districts of Washington.
3. Pursuant to the act of December 1, 1990, 104 Stat. 5089, no successor to Barbara Rothstein was appointed because her seat became vacant during her service as director of the Federal Judicial Center.
4. The act of December 1, 1990, 104 Stat. 5089, provided for the appointment of an additional judge for the court if an active judge assumed "the duties of a full-time office of Federal judicial administration." Barbara Rothstein became director of the Federal Judicial Center in September 2003, and Ricardo Martinez was appointed to the additional judgeship authorized by the statute.
