The act of December 1, 1990, 104 Stat. 5089, as amended by the act of October 6, 1997, 111 Stat. 1173, authorized a temporary judgeship for the court and provided that the first vacancy in the district occurring ten years or more after the confirmation date of the judge appointed to fill the temporary judgeship not be filled.
