1. Harold Stephens was the last judge on the court to receive a separate appointment as chief justice. The act of June 25, 1948, 62 Stat. 869, provided that as of September 1, 1948, the chief justice of the court would be known as the chief judge. Thereafter, the position was determined by seniority as in the other U.S. courts of appeals. 2. The act of January 7, 2008, 121 Stat. 2534, reduced the number of authorized judgeships for the court from 12 to 11. In accordance with the statute, no successor to Harry Edwards was appointed.
